I am currently an active duty Navy Civil Engineer Corps Officer in the Ocean Facilities Program (CEC OFP). I have education, training, and experience in public works management; engineering management; construction and other project management; commercial and military diving; government contracting and acquisition procedures and law; basic defensive combat tactics as well as weapons and surveillance systems on land and off-shore; first aid, CPR and basic dive medicine. I have managed a public works department at a Naval Support Activity, and have supervised construction on and offshore using contractors and military personnel in both benign and hostile off-shore locations as well as terrestrial locations. I am a registered Professional Engineer (Civil, State of Hawaii); hold masters degrees in Ocean Engineering (Univ of Hawaii) and Mechanical Engineering (Rochester Institute of Technology, New York); a graduate (Navy Diving Officer) of the Naval Diving and Salvage Training Center (Panama City FL); and have my professional acquisition certification from Defense Acquisition University.
