    The concept of sea steading has a practical side that is roughly equivalent to people building on the flood plain below a dam, building sky scrappers on fault lines, building wooden houses in areas prone to fire, eventually nature will rear her head and strike at you. If you build carefully and well you will survive. If not then hopefully you and yours live to try again. The obvious solution to rough waves is to submerge for the few hours it takes the storm to pass. A structure does not have to be very strong to resist the force of water 25-50 feet down and that will place you well below almost all weather effects. Even the worst of hurricanes generally only last 24 hours. Well within the range of air and power storage. Besides one of the advantages of living here would be constant access to the sea for swiming, recreation, food gathering.
