More distant seasteads may wish to fly people in and out using
planes or helicopters. A several hundred mile trip would only
take an hour or two of flight time, and even a seastead in the
middle of the ocean should be reachable in half a day or less.
While this method is much quicker, its also more expensive and
requires more infrastructure. Seaplanes can land on the ocean,
but only in very calm or protected waters. Regular planes
require a long runway. Helicopters only need a small landing
deck, however they are more expensive and dangerous than
airplanes.

If seaplanes require calm water, provide them with an ocean runway. Leave a 'notch' in a large seastead made of open water. It will be protected from waves and turbulence and taxied into a hanger open to the water but with a roof.
I don't know if this is feasable, but it is an idea to look into.

I live in kelowna B.C. Canada and was wondering if you knew the rules of putting a helipad on the water, things such as size it has to be (would need to be a regular helipad 1.5 x length of machine with a 25% safety border ect) does it have to supported in the ground or can it be floating and does one need permission to put one on a lake or is that free for all so to speak. and an approximate cost of a water helipad (the machine length is 39 feet)

The biggest problem with Helicopters is that they lack range. Maybe Tiltrotors might be worth looking at although they have low cargo capacity.
For STOL planes you'll be looking at about a 600 m long runway minimum and lower cruising speeds than ordinary planes (where you'll be needing a couple of kilometres runway) although STOL planes despite what many people think can still carry a very reasonable load (carrying capacity isn't sacrificed with STOL).
