Boats have a number of advantages. They are relatively inexpensive to operate, and reasonably quick for short distances. They can take many people or a large amount of cargo. However, riding in them becomes rather unpleasant when the weather is bad, and sometimes even dangerous. For long distances, they are a bit slow. Boats are the clear choice for cargo, and for transporting passengers over short distances. In good weather, for passengers who don't mind a slow trip, they are suitable for longer distances as well.

There are major problems with the 'dock' idea. Your dock and Seastead will both be objects in motion. (As will your boat) This has been a 'killer' in many Seastead ideas simply because the mechanics of transfering ANY significant cargo are so hard in anything but glass-smooth seas.

Your boat will be 'bobbing' your dock will be 'bobbing' and your Seastead will be relativly steady compared to all of them.

Your option of using a crane are difficult with such a set up, at best. (Damned dangerous is more like it) This is the reason almost all oil-rig platforms are serviced with helicopters rather than boats anymore. (Boats are still used but rarely compared to chopper service) Cargo and passenger transfer in anything other than 'steady' seas is dangerous. With the set up as designed you have only a few options.
(I'll comment here that seaplanes are out for the same reason boats are.)

Your transport can be helicopters, or aircraft that land directly on the platform. (I'd include autogyro's too since there is more than one company working on commercial versions)
Or you can rig an underwater dock and use some type of submersible vehicle.

Surface transfer of cargo, (boats) will only be rare and dangerous transfer operations, or you'll have to build a break-water.

If there is some kind of a plane just below the surface (that could be lowered from the safety hull when needed), would that dampen the waves enough so that a boat next to the spar wouldn't bob as much any more? Then you could make an elevator right next to the spar instead of a crane.

Randy - you have a good point, and other people with experience have said the same thing. I've revised the Dock section to include this problem, and what seems like the best solution, which is a small breakwater, only deployed in calm seas during cargo loading.
