Actually the 'steps' you mention seem to be more what happened to Aquarius Rising... we never really got to the Aquarius part of the plan :o)
Other than finding out that Seacrete was pretty much impractical and that Aquarius would have to be built out of more convetional materials, nothing really has changed in the idea. Using various cement construction methods and towing the parts out to sea, Aquarius is still possible.
It's getting over that 'starting-hump' that's the major drawback.
And the cost of the OTEC powerplants needed :o)
